Background of the Study
Public employment policies—including government-sponsored job creation programs, subsidized hiring initiatives, and regional development schemes—are designed to address persistent unemployment, particularly in regions facing economic underdevelopment. In Nigeria, where regional disparities in employment are pronounced, public employment policies have been a central focus of government intervention between 2023 and 2025. These policies aim to stimulate local economies, create job opportunities, and reduce migration pressures from underdeveloped regions to urban centers (Oluwaseun, 2023). By targeting regions with high unemployment rates, such policies attempt to foster inclusive growth and balance economic development across the country. However, the effectiveness of these interventions has been mixed, with some regions experiencing modest improvements in employment levels while others continue to grapple with deep-seated structural challenges.
The regional dimension of unemployment in Nigeria is influenced by factors such as infrastructure deficits, limited industrial diversification, and inadequate access to education and training. Public employment policies are intended to address these issues by providing immediate job opportunities while laying the groundwork for long-term economic development. Empirical studies from other emerging economies suggest that well-designed public employment programs can reduce unemployment rates and contribute to regional stability by enhancing human capital and stimulating local markets (Adeniran, 2024). Nonetheless, issues such as bureaucratic inefficiencies, corruption, and misallocation of resources often undermine policy effectiveness. This study aims to assess the role of public employment policies in reducing regional unemployment in Nigeria by evaluating program outcomes, analyzing regional labor market data, and identifying best practices that can be scaled up to promote more equitable employment opportunities across the country.
Statement of the Problem
Regional unemployment in Nigeria remains a significant challenge, particularly in areas that lack robust economic infrastructure and industrial activity. Despite the implementation of various public employment policies, the desired reduction in unemployment levels has not been uniformly achieved. Key issues include the misallocation of resources, delays in program implementation, and a lack of integration between short-term job creation efforts and long-term economic development strategies (Oluwaseun, 2023). These deficiencies have resulted in persistent disparities in employment across different regions, fueling socio-economic inequality and contributing to migration pressures from rural to urban areas. Furthermore, the evaluation mechanisms for these programs are often inadequate, making it difficult to determine which interventions are most effective and why. This study seeks to address these problems by systematically examining the impact of public employment policies on regional unemployment in Nigeria and by identifying the structural and administrative factors that hinder their success. The ultimate goal is to develop a set of policy recommendations that can help refine these programs, ensuring they contribute more effectively to regional job creation and economic development (Adeniran, 2024).

Limitations involve potential data gaps and challenges in isolating the effects of public policies from broader economic trends.
